You can get low level Snorlax too on Route 1, a little easier to SOS chain than salamence.

Bagon on Route 3 are 1% encounter rate.
Salamence is a 1% SOS encounter rate.

You definitely got lucky, though down in the bay later when you have Lapras the Bagon are 10% encounter rate with SOS Shelgon if you want to try again.
