Honestly, start with a pokemon you really like and work from there. Find out what it's good at, what teammates work well with it, what covers its' weaknesses, etc,

This is also pretty standard advice....it's really all about experimentation. Try and build a balanced team first (something like two speedy attackers, 1-2 bulky wall breakers/tanks, and 1-2 walls of your own) and then decide what you like and don't like about it.

Yes, they matter. Generally you want all of your IVs except for the attacking stat you wont use to be 31. As far as Evs go most spreads are going to be some form of 252/252/6 but there are some nuances like investing partially in speed or offense to hit certain benchmarks or investing 4 fewer points in hp to hit an odd number.
I don't like recommending smogon but their guides will give you a good idea of what a pokemon is good at and where your EVs are going to go....you can customize the sets to your liking as you see fit.
