Megaevolution was not discovered in RSE-universe (which include BW2), so makes sense. In ORAS-universe Colress visit Kalos years before BW2 to research about megaevolution but in RSE-universe that never happened.

Gen 1 and 2 are another universe. FRLG and RSE tech is pretty similar like HGSS and DPPt's because they happen at same time in the same universe. It's ridiculous to think RSE can happen at same time RBY (classic universe) and before GSC (classic too).
