Yes, in my opinion. There's no point to giving up a held item and one of your moves for a slightly better Swords Dance that you can only use once.

I've been using it on my Tsareena and it's been working pretty OK
Granted I'm still working my way though the story

Gyarados can't learn swords dance and mine hasn't learned DD yet. It's become a mainstay of my in game team. Get that Z splash off and it can one shot basically anything, and Dos has enough bulk to survive switching in on an in game fight.

Post game, doubtful. Maybe a fun gimmick team member with a baton passing speed booster to give it the speed it needs. Gyarados with a 3X attack boost is no joke.
