Actually no they aren't handicapped they are experts of that type of Pokemon. It's stated multiple times in the game that raising a team of a bunch of different types is really hard since they all need different types of care and that most people pick one type and stick to it. That's why there are trainer classes that always stick to a type. This also explains why "ace trainers" have only one combo or Pokemon with different types but only one to three of them on average.
