Generally yeah. Quick Balls are better on the first turn, and Timer Balls are better after the ninth. For turns 2-8, though, Dusk Balls are the most reliable Poké Ball that you can purchase infinitely and are only beaten by Nest Balls on weak-ass shit you should just Quick Ball.

This generation buffed Repeat and Net Balls to tie Dusk Balls in the right conditions, but they're still not better.
