With a Modest or Adamant nature, 252 SpD EVs, and an Assault Vest his defensive statline at level 100 and perfect IVs becomes:

556 HP / 111 Def / 308 SpD


In comparison, 0HP 252+ Def 252 SpD Eviolite Chansey's defensive statline is:

610 HP / 179 Def / 509 SpD


On top of that, Guzzlord has excellent dragon type resists (and dark type psychic immunity) to lean on, while Chansey only has its ghost immunity. He doesn't have recovery like Chansey does, and clearly his stats aren't quite Chansey tier, but what he does have is a great and varied offensive movepool and very respectable attacking stats.

I don't think he's a shitmon. He probably won't make the cut to OU, but in UU he'll be a monster.

I want to point that while yes he has a 4x weakness to Fairy he does get both Poison Jab and Sludge Wave, so regardless of whether you're running him as physical or special he can do quite a number on a predicted Fairy switch-in. 101 Atk / 97 SpA fully invested still hits quite hard, even with non-STAB and no LO/CB.

It's nowhere near as terrible as Articuno and non-Steel Regis, but I'd be hesitant to put it above Mesprit - the next shit legendary in line. I'm not even sure if it's better than Druddigon in RU, which has legitimate utility in moves like Stealth Rock and Glare plus immediately useful Rough Skin + Rocky Helmet. An equivalent physically defensive RestTalk Guzzlord has 20% more physical and 50% more special bulk, but is passive as fuck, still loses to anything with supereffective STAB attacks despite seemingly large bulk, relies on teammates to set hazards for it and doesn't even deal that much damage with Dragon Tail. That being said, it takes neutral hits pretty well (Drapion does less than 50% with +2 Poison Jab, to give you an idea), so I wouldn't dismiss it outright.
