Gamefreak tends to develop games with the meta game in mind to some degree. They don't really make significant changes based off of feedback, they mostly develop what they want and have said this in multiple interviews. Personally I like it that way.

Doing everything your fans want is impossible. On top of that, exclusively doing things to cater to your fans doesn't necessarily result in a good game. People ask for things that suit their convenience or appeal to them superficially, it doesn't result in good he design.

Not that gamefreak's internal decisions are infallible, mind you.
