Males/genderless (with ditto) also have the chance as well. I don't know if they made Ditto itself able to pass balls or not.

I'm not sure who it'll prioritize when breeding however.

Dittos don't pass balls. Males do if they're breeding with a ditto but also have a small chance of passing if with a female of the same species.
