I don't remember there being any implications other than Lusamine particularly dressed Lillie the way she wanted. Besides her husband Mohn, the story seemed to imply that Lusamine never actually saw Nihilego until its appearance when you visit Aether Paradise

I dunno, she clearly knew about ultra beasts and has seen at least one, cosmog, before the story. She reacted to Nihilago in a way that, to me at least, is similar to how a paleontologist might react to seeing a dinosaur for the first time. She's probably seen descriptions and maybe even pictures of Nihilago before the first one in game, and that's why she became so obsessed with it early on.
