See, the trouble with using Pikachu's Z-move is that a) you're using a Pikachu, which is pretty bad on its own, but then there's b) you're using PIkachu WITHOUT A LIGHT BALL. Which would actually deal MORE damage using Volt Tackle (120 * 2 = 240 base power) than it does when using the Z-move.
