If you could read you'd know that the Nursery does not increase levels. You get eggs near instantaneously if the parents are from different regions and the NPC changes stance in real time, meaning you don't have to fly away or change areas to see if you have an egg.
Hatching eggs takes maybe 2 minutes at the longest now.
