They're both Piciforms, not much more closely related than chimps and gorillas, but a hell of a lot more closely related than every one of the non-raptor bird pokemon that evolves into a raptor.

I think people are more upset with the design and not the 'Woodpecker to Toucan' thing.
Honestly, if I hadn't seen leaks and was shown a Pikipek and a Toucannon I wouldn't have thought they were from the same evolution line, where's the other regional bird can be.
