Salazzle is hardly gonna make use of it. Getting a guaranteed toxic on a mon then getting btfo by their attack is hardly good. Merciless would have made Salazzle mad dangerous in conjuction with a Toxic Spikes user.
Corrosion on Toxapex would have guaranteed banned-to-ubers levels of cancer.
Its more that its a defensive ability on an offensive frail mon and vice versa.

Stakeout is counterintuitive considering its signature move's niche is trapping not forcing switches.

You don't use Toxic directly on the Steel-type, you use it on a predicted switch-in like Heatran, then switch out

Yeah, the fact that Incineroar got a fairly common ability ended up working in it's favor. Decidueye got a highly situational move, though one that works as long as it uses physical contact moves. Sniper would have worked fine for it actually, since it can use high-crit moves like Leaf Blade and Shadow Claw, even though it'd rather be using Spirit Shackle than the latter.
Primarina just got completely shit on in just about every possible way. Liquid Voice is probably one of the top 5 worst abilities there is when coupled with it's lack of Boomburst. Serene Grace would have given it a very unique and valuable niche.
As they are, I see Primarina as RU at best, if Gamefreak would even allow it that high. Decidueye will be RU aside with a niche that puts it in UU. Incineroar will be upper UU or maybe even BL in doubles.

You realize the threat of trapping foes forces switches, right?
Naturally people will switch to a counter before Decidueye gets a shackle off, so you use that mentality to try and nail switch ins with a better move, eg. Someone switches in a Normal type expecting the shackle, but get hit with a boosted Low Sweep instead.
