Yes. But you have to explore the game if you really want him on your team. The items that you need to get him aren't part of the main storyline along with the location in which you get him.

The storyline almost never gets sidetracked to go to meet these conditions so you'll be forced to explore.

I could turn him into 50% forme by the time I reached the league so you definetly can. It's a pretty good balanced Pokemon but it learns jackshit on its own, you have to teach him moves using the core, which means you might be stuck with dig and Lands Wrath for a while.

sure you can make a 10% Zygarde any time you want. Just disassemble and re-assemble it as a 10%. Very easy.
