Elite 4 are the next step up from gym leaders. It's a job and has rules and shit. Trainers who stick to it are supposed to beat thrm. Their rematch teams are not a result of them getting stronger but acknowledging you as being better than before and using their actual team instead of a league mandated one. The champion goes all out and has no obligation.

I would grind, but the morons at GameFreak didn't bring back trainer rematches so the only way to get levels is to grind the underleveled Pokemon at the Victory Road, which would take hours upon hours. It doesn't work that way. E4 are picked directly by the League( this is confirmed in GSC because a NPC tells you that Koga got "promoted"), they are not related to the Champion
