Nope, they do nothing. Probably foreshadowing for Gyms being built there in the next game/s. The first leak that mentioned Alola not having a League and that was right about a bunch of other stuff said that we'd have to build it ourselves so it might have been planned to let you set up a Gym on each empty plot of land but it got cut for whatever reason, nobody really knows and it's all guesswork.

About an 8/10. Even my level 30 Torracat couldn't take it out in one hit with an SE STAB move and it just calls in Castforms to make it sunny so it can spam Synthesis and Solar Blade. the only viable set it can run is Tri Attack/parting Shot/Ice Beam/Thunderbolt with a LO because the only other Normal-type special attackers that exists for it to compete with are Exploud, Porygon-Z, and mega Pidgeot. Pidgeot obviously has an opportunity cost and this thing is faster than Exploud so it's really just Porgon-Z, which is much stronger in exchange for losing some speed.

It's far from a good set up sweeper since it's pure normal and lacks priority or recovery, and as a regular offensive mon it lacks both the speed and the power of stuff like Staraptor and Cinccino, it has okay bulk, which is mostly moot because it has no recovery.

Memories and RKS system are shit because you give up your item AND ability to change types, which isn't worth it. It might've been worth it if Memories gave at least a 1.3x multiplier to their respective types on top of STAB, but they don't, so it can really only run LO.

It's offensive presence is okay, but you have stuff like Persian, which has a faster Parting Shot, and is bulkier and gets Foul Play.

tl;dr: Timid Silvally is the ONLY Silvally. Trust me.
