If you dont invest so heavily in speed and put somewhere like, say, HP/defenses, you can easily tank most priority unless that shit has tech or something

Well yeah defensive pokemon of course dont need speed and would rather invest in hp and defensiveness or if you want a slow heavy hitter attack stats work fine. But when is pokemon is slow and frail it becomes hard to use. That means it becomes a fodder pokemon used only when the time is right for it to set up and make its fraility less of a problem.
The problem here is that it may have to rely on its teammates before it gets a chance to do much.

For instance vikavolt wouldve made a great revenge killer with 90 speed
