Nah he's way too quiet. In game he ends nearly every sentence with an exclamation point. Although it could be because he's talking with the player character.

Did he ever get jailed for what he did? He does this in the second B/W game if i remember correctly, but i'm pretty sure he remained on some area that allowed you to battle him. And considering he's out and about in S&M i assume they didn't really capture him.

Did he just escape or evade police, or are people just quick to forgive you for freezing a entire city and killing thousands because you have weird hair?
