On the starting island there is a cave where the stupid yellow dancing birds are.
there is a hole you can crawl into that leads out to the ocean. use surf until you reach a little patch of land with tall grass. they appear pretty easily there.

I found a random Khangaskan when I was Salandit hunting. If there's one thing Pokémon and Monster Hunter have taught me, it's that the desire sensor is real.
Unrelated but Khangaskan is one of the few Pokémon I always catch but never use since its time in the first Safari Zone taught me that it's pretty rare no matter what Gen I'm playing.
