You could invest in Attack too, but its ability powers up water moves to insane levels anyway, so you might as well take the full wall route and give it leftovers and/or water veil.

When a pokemon calls for help, the new ally will give more EVs. Supposedly this happens exponentially and you can max out your EVs quite quickly this way.

I don't like using PKHeX, but I use it for EVs because they're just so unnecessarily a pain in the ass.
Even hunting for shinies with a specific nature isn't as annoying as grinding out EVs for me, but ymmv. Some people don't mind it.

Question, if you give this guy exclusively water-typed attacking moves, does his base attack stat essentially get doubled? Or is the double damage calculation something separate to the point eh e you can't use that for calculations?

It's not like doubling the base stat, it's more like doubling the raw attack stat (which is noticeably more than doubling the base stat)
You get more value out of investing in offense, too.
