About to start fishing for a Mareanie on Route 9. Apparently it's only an SOS Pokemon but Serebii's chart confuses me. Does the initial Pokemon have to be a Corsola for Mareanie to appear or does Mareanie have a 5% chance of appearing no matter what Pokemon it is?

Additional slots are the chances each SOS can call from, so in the case of the one you posted: Mareanie can't appear as the initial pokemon, only after you're in a battle with a Corsola and it SOSs, and then it's a chance it'll call either another Corsola or a Mareanie.
Just be prepared for a long haul if you're looking for good nature / many perfect IVs / shiny, because the Mareanie WILL kill the Corsola immediately. And I'm not sure if the called Mareania will do an SOS itself.

The chain only continues as long as the summoned pokemon is from the same family as the initial encounter, in this case if Mareanie kills Corsola the chain breaks

Yeah I'm not going for a shiny/IVs or anything. Just trying to catch a Mareanie. So the initial Pokemon has to be a Corsola for a Mareanie to show up, correct? It can't be Magikarp, Wishiwashi, or Luvdisc?
