Not as of late. Sceptile's been given a place in Pokken (Yeah, Blaziken is in there too but he was shilled before) a spot as the ace of a major character in the anime, being the "canon" starter in the animated ORAS trailer and Generations and even before as Ash's most powerful Hoenn mon.

Game Freak realized they need a definitive Grass starter like Charizard and Greninja so they chose Sceptile for ORAS. This is undeniable.
