I know they did, but in SuMo's case where they have a gross underwhelming pokedex and very few new mons, it makes little sense to restrict people from their older mons. XY it made sense due to the new engine and formula so many pokemon had to be revamped before we could use them. there's no reason why the natdex isnt in SuMo
