How does this guy work? I read it can't be statused except for sleep but I tried using sing on it and it didn't work.

It acts like it's always asleep but can still use moves. So it can't be statused, and sleep talk can be used whenever you want.

Komala is actually permanently asleep, but the game doesn't display the icon.
So it has the benefit of not being hit by status effects, on top of attacking normally without needing Snore or Sleep Talk.
Wake-up Slap and Hex always deal double damage, though.
