the old artwork had more dynamic poses and varied angles, as well as a unique coloring style.
however, that made it difficult to use for merchandise due to limitations at the time, which is why they used the uglier promo art or even worse, some companies straight up drew their own.
It had an attractive aesthetic as far as color, shape, and proportions went.

This is true I think. More precision = an easier time for merch and anime makers, but also for the sprite/model artists.
It also reflects a change in anime style video game art more generally. Take a look at the concept art for older Final Fantasy games (VI comes to mind), or anything done for Dragon Quest.

watercolor paint looking fucking nice, more expressive, etc. etc.
If you compare that to the promo artwork from that time it's kind of boring and uninspired. Literally any of the new pokemon would look great in watercolor art with some life and expression breathed into them. It's just such a detailed and pleasant artstyle compared to some of the work today.
