Arguably his most ambitious move that failed was holding Saffron City hostage and occupying Silph Co. And he would have gotten away with it too, if it weren't for that meddling kid. Like all these other leaders, he gets smacked around by the protagonist and realizes that getting beat up by a 10 year old is pretty fucking shameful. Little difference there. Team Rocket was already 'successful' in a general sense just running a black market gig and making mad dosh, I think that's part of what people see when they look at him.
