Why are fire starters always the best choice by far?

Objectively best with regards to ingame tier:
Gen 1: Bulbasaur
Gen 2: Totodile
Gen 3: Mudkip
Gen 4: Chimchar
Gen 5: Oshawott
Gen 6: Fennekin
Gen 7: ???

Water mostly gets a nod by being able to do Water STAB + Ice Beam to cover the grass weakness. Fire starters with Fighting STAB are also fairly reliable.

Nigga the last time they were the best choice was in Gen 1, they only recently redeemed themselves with Luchalitten.

Ehh not really there's only like one generation where fire was the best.

Gen 1: Bulbasaur(Grass)
2: Cyndaquil(yay Fire)
3: Mudkip(Water)
4: Turtwig(Grass)
5: Oshawott(Water is god)
6: Froakie(Water again)

Because it takes too long to find a fire type in-game while water and grass types are everywhere.
