It does have rocks on its neck, but it being pure Rock is kinda weird. Normal/Rock for Rockruff and day form and Dark/Rock for night form would've made more sense, as they're normal wolves with rocks on their bodies, and not wolves made out of rock.

It's just an element. Being a Rock-type doesn't mean you have to be made of rocks. Look at Aerodactyl.
