OP's suggestion is retarded but Stealth Rock is too much in many situations.

It was originally meant as a way to dick flying types, who were immune to spikes and toxic spikes, but it does way too much damage to certain typings and it goes past its original intent, screwing over grounded rock-weak

The move is just too good. Yes Rapid Spin and Defog exist but until you manage to clear the hazards, which is often easier said than done, it makes it that much harder use many pokemon defensively.

2016 was the only VGC format I found stale, when a meta is controlled by 3 legendaries then yes variety is a problem. Otherwise, competitiveness is way more important than variety
