Essentially, yeah. The logic behind assuming that dresses making someone effeminate would also be considered a gender-role based mentality, so it contradicts their intentions.

Ultimately, gender roles are a necessity of society. You can't have a society without some sort of ideas on what men should be doing and women should be doing. It's innate and natural, and can't be undone.
