Gale wings only works when the user is at 100% HP now. So if rocks are up, it has no ability. It also can't run Brave Bird or Flare Blitz, or it loses its ability. It can't use Roost to heal with priority anymore either. It also can't run an item if it wants to use Acrobatics, and its next best Flying type move is Wing Attack...
