I think you have to take raichu to the move relearner to learn Psychic, because it counts as a level 1 move.
Neither pikachu or raichu learns any psychic attacking moves through normal leveling up.

Not really. Pikachu's learnset is pretty trash, and its best attack moves are TMs anyway.
Otherwise, enjoy raising a Pikachu to level 42 for a TM move (with equal BP to Psychic) that's part of Raichu's default set anyway.

It depends on how fast you drop gimmicky pokemon like baton passing or trick room teams. That's a quick way to spot a garbage player. Once you spend time figuring out what pokemon are most used in the tier and how to get switch in's to them you'll be ace.
