It is both. If you're on sun, then it needs to be day to evolve into day doggo. If it's night on sun, you won't get an evolution prompt.

Someone told me that in Gen 6 you couldn't evolve time based evolutions by fucking with the clock, so I'm not sure if you'd be able to do it. But it definitely fucks over Festival Plaza and the Islands for beans and shit for 24 hours.

You can just move the clock. Games only ever penalize you for changing the date not time.

It's on your game version, not where it originated from. I evolved my Rockruff into Sundoge by trading it to my copy of sun. (since I main moon)
