No that's a buff in disguise.
Now M-Sableye doesn't HAVE to run Protect/Fake out anymore.

You see, a big issue with M-Sableye in Gen 6 was that if on the first turn it faced something that could deal >50% damage, a fast priority Recover wouldn't do it any good.

Now it can safely use Recover on the first turn against everything but offensive fairies and have a spare moveslot for something else.

Stall also gained an improved Dugtrio (who can trap and 2HKO Clefable now, among other things), Aegislash (temporarily, it's gonna get banned) and most importantly, TOXAPEX.
That thing is cancer incarnate.

Burn nerf is good news for stall since Toxapex can easily absorb random Scalds and not care too much about that 1/16 damage.

Unaware Pyukumuku is also surprisingly good.

It's essentially a bulkier Quagsire without Scald.

Loses against ANYTHING with Taunt, but stops absolutely every other non-Electric or Grass setup sweeper (such as Megazard X and Kommo-o).

Stall is very anti-meta right now.

The current stall archetype is Aegi/M-Sab/Toxapex/Dugtrio core, which has ZERO issues with the UBs, especially Pheromosa (by far the most powerful and common mon on the ladder right now) who can't do shit against them.
