I think it helps if you have a pokemon below Lvl. 70 and a repel going.

That looks like a shit set. Baton Pass would be for slow momentum; let Umbreon take a hit then BP into something favorable. Wish should be self explanatory, especially considering BP. Mean Look seems pretty useless outside of insuring that Yawn puts the opponent to sleep. All in all, this set is taunt bait that doesn't really do much than pester the opponent. It seems too reliant on the opponent sleeping for more than 2 turns.
