They are way too powerful to be put in anyone's hands especially things like the creation trio and Arceus which can warp reality to their will.
Legendaries aren't just super-powerful Pokémon, they are functionally gods that some people worship. Take Alolan guardians for example. You are basically enslaving GODS for your own selfish reasons.
This game makes no sense.
