Actually, Lunala is shaping up to be a dominant force in Ubers. Moongeist Beam + Moonblast is nearly unresisted, and she has insane bulk and Multiscale. The only thing that really threatens her is Yveltal (although Arceus can get a 2HKO against a defensively uninvested set with Shadow Claw), and nothing can really switch in if she gets a Calm Mind boost.

Lunala is 100% Ubers, whether it does good in there or not (but it'll probably be decent).
Solgaleo it's tough to say, but it definitely has a chance of staying OU. The only thing it has over M-Metagross imo is reliable recovery in Morning Sun.

Anyway, Kyurem-B is an interesting point to bring up and it being the exception is important. It was auto-banned and people realized it was Electivire: Box Legendary Edition and asked to have it suspected to be brought down to OU. It stayed because it really was that bad.

The definition of a box legendary when it comes to competitive is 680 BST (or similar in the case of Groudon/Kyogre) mons that almost always appear on the box. Suicune was on Crystal's box but isn't designed to be like the overwhelming base 680s. Third members of trios get banned depending on how strong they are anyway so Suicune wouldn't get banned even if it were meant to form a trio with Ho-oh and Lugia.

The answer is no, Kyurem is a box legend, it's not uber, period, there is no dancing around that fact.

I can see an argument for not counting Suicune because it was never designed as a box legend to begin with, but you can't say Kyurem doesn't count.
