Sandslash is actually faster then Beartic in the Hail, like a lot faster and can use a CB to boost that Atk stat. Add Psychic Terrain from a Safety Goggles Lele and this thing is on a field day.

Beartic has higher attack, but Snowslash has higher base speed and it more likely to outspeed opponents without minimal investment.
Snowslash also has the benefit of Steel dual-type resistances and neutralities, while Beartic is still generally better under rain than hail.
Snowslash is a boon for Ice mono-type teams, alongside Nicetales.
