You fight him multiple times over the course of the game, more than any other trainer in the game, he's the first person you fight and the last person you have to fight before you can take on the league. He's the rival of the game and you guys are morons, sure Gladion can be a rival as well but he's way less prominent in the story than Hau.

Remove him from the game and nothing changes. Also I love how whatever you choose, he has the weaker one. So fucking retarded.
