The other has a unique combo, the overpowered Fairy type, a miraculously high speed stat, acceptable attack power, and access to fucking Quiver Dance.

One is among the lowest of the low, even by disposable early Bug standards.
The other isn't just among the best early Bugs, it's one of the stronger Bug types period.
