ARaichu has got enough fucking coverage as it is. Surf would be cool but I don't want more PTSD from this thing.
Also I think its ears are kinda stupid

Surf's only target that isn't already hit by HP Ice or Grass Knot is Camerupt, so it's not missing much here. Stats are still kinda ass, but it's pretty bonkers with Koko's support, outspeeding literally everything and hitting pretty hard with Electric STAB.
I'd say the Psychic typing is actually bad on it, making it weak to Sucker Punch and Shadow Sneak and not hitting anything relevant other than bulky Grass/Poisons its other coverage moves wouldn't already.

Knock Off buff was a mistake.

I'm raising one only because I like his design but i'm REALLY not liking his base stats. Every video i've seen on youtube of people playing the game has raichu getting rek't by everything, he simply can't take a hit even if its neutral damage.. He's not really a glass cannon he's just......glass.

Not even in doubles is going to be useful. Lightning Rod is by far a better defensive ability, and lets Raichu work as a support with Fake out, Feint, Encore, etc., while fucking over Thudner Wave users.

Surge Surfer is not going to be used over that. I still think A-Raichu looks really cute
