Mythical is the official term for event legendaries and has been in use since Gen 5 with Victini, although the term was around and distinct for much longer in Japan. ("Phantom/Illusory" Pokemon is what they call them)

What makes them distinct is that they are:

1. Not required for the Pokedex to be considered complete.
2. Automatically banned from battle facilities and VGC, even in the years where they let mascot legendaries play.

Why Shaymin? It's not the stated special guardian of any particular aspect of the pokemon world, and by Pokemon canon there's a number of them all living together. It's not truly a mythical, heck, it's barely even a legendary. The thing should be a rare 'basic' like Feebas and have 1% encounter chance in a single grassy are somewhere in the game.
