I would have absolutely no problem with this. Incineroar is awesome and fitting for Ash, and rowlet is really cute. I can't really see ash with any other starter evolution desu.

He might also catch Pikipek and Grubbin. That's four slots already. (And if he catches Rockruff, no more captures at all.)

If he catches and evolves Grubbin, it will be his second ever Electric-type.
