Yeah Dark or Flying makes most sense for Decidueye but I guess they didn't want to retain the Flying type and didn't want to make Incineroar Fighting so they had to come up with another type Decidueye.

Decidueye is at least UU. His max attack is 313 without a Nature that benefits attack, and his speed without a speed increasing nature is 239. With a speed increasing nature, his speed is 262. Couple that with a choice scarf, and he reaches a max speed of 393, which is only one point slower then Jolteon.
