Ninetales, sandslash, weavile, and froslass have an impressive amount of immunities for mono-ice. Not sure what else you'd want as your back up hail and I guess beartic is a given even though I'm not stoked about it

With the doubled fixed values, it could be equivalent to a Pokemon with anywhere between 238 and 269.5 base speed, depending on investment. Way overkill. You could run a speed-decreasing nature and still never be outsped.
