I don't really see what difference it makes. In the end it's just using false swipe, paralysis, then just a matter of how many times you have to go to your menu screen. I mean if they want to it could be a question of "will the enemy turn to struggle before you catch it" by having the rate low enough, but having a shitty catch rate doesn't really mean much in terms of difficulty

Even if it somehow reaches struggling to death you'll just reload, false swipe, thunder wave, and start throwing balls again.
Sometimes I restart just cause I used too many balls and getting it back to that point takes like 2 turns.

Jumping in Mario isn't a boring RNG gamble. It's something you actually have to do and can even be made to require a certain degree of skill and timing.

Capturing a Pokemon is literally RNG. It's the most unengaging activity imaginable. Thankfully you only really notice when you're dealing with a Pokemon that has a super low capture rate but that doesn't mean it isn't dumb and boring regardless.

If you whittle a Pokemon down to one speck of health and have it paralyzed it should no longer be a gamble. I've clearly shown my skill and finesse by weakening the Pokemon to such an overwhelming degree. I should no longer have to sit there and roll the dice just because this Pokemon in particular is "difficult" to capture, whatever that even means. If it's a gentle breeze away from being knocked unconscious and its movements are paralyzed I don't give a rat's ass how "difficult" it is to capture, it should be a fucking guarantee.

It should be reworked so that you get some sort of arbitrary rewards for achieving certain things like capturing a Pokemon with full health, capturing it within a certain amount of turns, etc. Even if it's just flavor text or it gives you a few measly BP or whatever other currency, the fact that one of the core mechanics has been nothing but a boring RNG gamble from day one is pretty stupid.
