idk off the top of my head what it needs to outspeed, but speed hp and spatt EVs in whatever combination. With the +def boost from electric seed, you have a decent amount of bulk to take attacks. madness seems like a dud move, but it basically gives you the ability to 2HKO anything. Roar can prevent you from having to directly deal with the threat like a defensive check, so you can continue to abuse the +def boost and weaken/scout the rest of the enemy team. The option to hit a nice terrain boosted voltswitch is always there, and you can switch into a bulky pivot or immunity for a free switch

Not sure on EVs, but I think it'd be solid support. Instruct for double boosting or double attacking.
I htink VGC will see much more Trick Room as speed control, might be a bit centralising though. That and Icy Wind.
How is breeding and training this time around?
