Recoil moves on relatively low-hp mons like most electric types is just suicide anon.

In Electric Terrain, the thing's Thunderbolts hit harder than Mewtwo's Psychics.

It was balanced around Electric Terrain, Game Freak knew what they were doing.

I honestly don't know whether to run it physical or special. The special movepool is better, but it does get Brave Bird to crap on grass types that think they can switch in, and it can Roost off the damage. Plus U-turn can be run to escape from Dugtrio.

I'm so certain that they were totally unaware of the Ghost-Dark mixup before the physical special split. It had to be an error and they clearly designed Pokemon and moves around it being the other way around in both Gen II and III.
