With no EVs at all, Bewear takes 89.7% to 106% (37.5 chance to OHKO). Bewear isn't a fast Pokemon by any metric so without knowing its exact strategy, 252 HP EVs is a very safe bet. With those, the Dragon Ascent does only 77% to 90.9%. Re-check your calculations and make sure you're accounting for the ability in some way.
